Social protection programs to be coordinated at local level


Stakeholders support decentralization policy

June 20, 2011-

Social protection programs shall be coordinated at the lowest local level following the objectives set for the third decentralization phase.

The decision was taken in a meeting that brought together the Ministry of Local Government, all Governors of Provinces, the Mayor of the City of Kigali, all district Vice Mayors in charge of Social Affairs, the Management of the State run Genocide Survivors’ Fund (FARG) and Rwanda Local Development Support Fund (RLDSF).

The meeting took place at the Ministry of Local Government head office in Kigali, on June 20th, 2011 and was chaired by the Minister of Local Government, Honorable James MUSONI.

Social protection programs to be coordinated include especially the administration of the medical insurance scheme commonly known as “mutuelle de santé”, assistance to vulnerable persons in form of financial services and direct support being provided by both FARG and RLDSF through Vision 2020 Umurenge Program (VUP) and shelter program, among others.

All Rwandans are asked to play a significant role and to assist in the update and data collection in the ongoing database building through “Ubudehe” programs.

This will enhance proper management of different public and private initiatives at both local and central levels and social cohesion will indeed be promoted.

The move also follows the decision that was taken by the Ministry of Agriculture and livestock to decentralize the administration of Girinka program.

All these efforts are driven by the principle of quick and quality service delivery, allowing people to get services from their nearest leaders.

The Government is committed to service delivery and empowerment of local leaders. That is why they are being continuously empowered in order to drive social economic transformation, and expedite the national development.  

Rwanda has been praised by different institutions and individuals for its social protection strategy and programs.
