Mr. Eugène Barikana’s role and Biography
Role
The Permanent Secretary is in charge of the coordination of all administrative activities and technical services of the Ministry. He is also responsible of the implementation of the Government policy, strategies and programs regarding the territorial administration, good governance, community development and the social well-being and ensure the follow up of the utilisation of the budget of the Ministry. The Secretary General is also responsible of the functioning of public establishment and agencies under MINALOC’s supervision.
Biography
Mr Barikana Eugène has a Master’s degree in Public Administration from the University of Quebec. Since 1994, Mr Barikana occupied many posts in the local administration. He was the Sous Préfet in Kigali Ngali Province from 1994 to 1999 and the Préfet of the Province of Kibungo from 2000 to 2003.
Mr Barikana occupied the post of Secretary General in the Ministry of Youth (MIJESPOC ) from 1999 to 2000. He was appointed Secretary General of MINALOC by the Cabinet meeting in October 2003. Mr Barikana attended many national and international conferences and seminars in the field of public administration.
