MINALOC’s Mission
The main mission of the Ministry of Local Government is:
"Promoting the well-being of the population by good governance, community development and social affairs."
1. Political orientations
Elaboration, follow-up and evaluation of national policies and programs regarding good governance (decentralisation, democratisation), community development and social protection.
Follow up and evaluation of the functioning of decentralised administration units and reinforcement of their capacities
Coordination of the process of restructuring decentralised administrative units in order to improve their functioning, synergy and their partnership with other institutions.
Implementation and coordination of community development mechanisms in order to improve the well-being of the population.
Implementation and coordination of social protection mechanisms based on solidarity, insurance and social security.
Implementation and coordination of assistance and auto-promotion for vulnerable groups, especially survivors of the genocide.
Coordination of activities related to the management of risks and disasters.
2. Objectives
Putting in place democratic, decentralised administrative structures, which are able to mobilise the population in order to implement Government programs and resolve their own problems.
Ensuring synergy, collaboration and complementarity between all Government institutions in their support to decentralised administrative units.
Reinforcing human, material and financial capacities of decentralised administrative units to allow them to fulfil their roles and responsibilities.
Rolling out to all the population insurance systems, savings facilities and social security mechanisms.
Putting in place mechanisms for assistance and auto-promotion for vulnerable groups, especially genocide survivors.
Ensuring the implementation and functioning of coordination mechanisms for the management of risks and disasters.
Reinforcing planning, coordination and mobilisation mechanisms of the necessary resources regarding good governance, community development and social protection.
