The Administration of the Territory (AT) unity oversees the administrative structure and units of Rwanda as agreed in the 2001 decentralisation policy. It also has responsibility for overseeing town twinning and the elaboration of the Territorial Administration Policy. This unity has four desks:
- Territorial Administration Policy

- Security related problems
- Request from the population
