Local Communities can and must play a leading role in development, especially in reducing poverty and in promoting the reconciliation process. The department in charge of the development of local communities in MINALOC is CDU (Community Development Unity). This unity oversees the Community Development Policy and has three desks:
Project Coordination;
Programme for Public Investment (PIP); and
Local Development Planning.

The Community Development Policy was drawn up with the participation of different actors in Rwandan including civil society, the private sector, institutions of high learning, and individuals involved in development work in Rwanda. The objective of the policy is to reinforce the national policy of decentralisation by providing for the effective participation of the community in the fight against poverty.
