The Unity in charge of social affairs in the ministry of local government is called UPS (Unité de Protection Sociale) The main responsibilities of this departement include the coordination of policies and programs for the social and economic reinsertion of vulnerable groups and the promotion of the solidarity, mutuality and social security of Rwanda’s population. UPS has four different desks:
Protection of and assistance to genocide survivors;
Social assistance;
Social security and protection; and
Gestion des urgences
This Unity also oversees the National Council for Refugees.
Survivors of the 1994 genocide are amongst the most vulnerable groups in Rwanda and have very specific needs. MINALOC therefore has a department devoted to addressing their needs. This department has the following responsibilities:
1. To represent the interests of genocide survivors
2. To conceive strategies and programs related to the protection of the genocide survivors
3. To plan, coordinate, follow-up and evaluate activities for the social reinsertion of genocide survivors (e.g. FARG and other similar associations).
