All District Mayors are undergoing a one week leadership development training that kicked off yesterday, May 23, 2011 at Gashora, Bugesera District.
The training, which is facilitated by experts from Singapore, has been organized by the Rwandan Ministry of Local Government in collaboration with the German Technical Cooperation (GIZ) and the Swiss Cooperation.
In his opening remarks, the Minister of Local Government, James MUSONI, thanked all the people who played their role for this training to take place. He thanked the GIZ and the Swiss Cooperation for their financial support and collaboration towards good governance in Rwanda.
“This leadership development training is a logical and supplementary continuation of the previous induction courses organized during the last two months for newly elected leaders, and which were meant to help them understand their crucial roles and responsibilities in Rwanda’s socio-economic transformation”, the Minister said.
The host Mayor of Bugesera District, Mr RWAGAJU Louis, welcomed the guests in his district and wished them fruitful deliberations. “This is the first training we receive as Mayors, and it focuses on leadership for change. I am hopeful that, after this training, we shall be well equipped to drive the change in our respective areas,” Rwagaju said.
The Principal Advisor on Good Governance at GIZ said that, capacity building in developing countries is the basis for successful development of a country.
“Leaders, whether local or national, should be accountable to their population and should also give the people the feeling that they can be trusted. Capacity building is the basis for successful development of a country”, Peter RIMMELE said.
“The challenge of change is not lack of resources; but the change of the people. That is why district leaders should know to lead themselves, to lead their people and how to change their districts”, the lead trainer, Mr SHAHRILL AJ, said.
Speaking to journalists after the opening session, Minister Musoni James said that such trainings will be extended to other local government leaders. “The District Vice Mayors for Finances and Economic Development will join the same training effective from next Monday, May 30, 2011; and District Vice Mayors for Social Affairs will undergo the same training in July, along with the District Executive Secretaries,” Minister James MUSONI said.
