KIGALI: GOVERNANCE AND DECENTRALISATION SECTOR WORKING GROUP REVIEWS ANNUAL REPORT

Today the Governance and Decentralisation Sector Working Group met to approve the Joint Sector Review’s Backword Looking Report 2017-2018. The meeting was presided over by the Permanent Secretary in the Ministry of Local Government Mrs Ingabire Assumpta who is also the chairperson of the Joint Sector Review.

The Backword Looking Report 2017-2018 was to assess progress in achieving sector objectives with focus on 2017/2018 targets for EDPRS 2 core indicators, selected sector indicators and their corresponding policy actions. They also discussed catch up plans for areas lagging behind.

The report was also to present and discuss budget execution performance for the FY 2017-2018; to highlight priority areas for the FY 2019-2020 that will inform the planning and budgeting process for institutions in the sector; and to review progress against implementation of recommendations from the last JSR meetings.

Governance and Decentralisation Sector Working Group normally focuses on promoting good governance principles through increasing citizen participation in decision making, planning, implementation and evaluation; improving service delivery especially in Local Government; Capacity building for Local Government administrative entities; increasing own source revenues; Improving Public Finance Management sector and follow up enforcement of LG laws/regulations.

The sector brings together representative from German Embassy, Rwanda Governance Board, GIZ, Ministry of Finance and Economic Planning, SWG Co-chair of the sector, Representative of the PMO, NISR, RALGA, Representatives of Private sector operating in the sector, Civil Society Organisations involved in the sector, Representatives of Development Partners’ organisations, among others.
