MINALOC Leadership Meets with the Delegation from Tony Blair Institute for Global Change to Strengthen Local Governance Capacity
Today, Minister Dominique Habimana and Minister of State Marie Solange Kayisire, together with the MINALOC leadership team, received a delegation from the Tony Blair Institute for Global Change led by Stella Ford Mugabo, Executive Director for the Tony Blair Institute (TBI). The visit aimed to reinforce the ongoing collaboration between the Ministry of Local Government and TBI in driving effective public sector reforms and improving service delivery at the local level.
The discussions focused on strengthening the capacity of local government institutions and advancing the “deliverology” concept—an approach that emphasizes systematic, results-driven implementation of government priorities. Both parties reflected on their recent collaboration during a training on delivery, which equipped local leaders and technical staff with practical tools to enhance execution and accountability. This training was highlighted as a key step in embedding a culture of performance and evidence-based decision-making across decentralized entities.
The delegation reaffirmed TBI’s commitment to supporting Rwanda’s decentralization agenda by providing technical expertise and strategic advisory support. MINALOC leadership expressed appreciation for the continued partnership and emphasized the importance of aligning efforts to empower local entities, improve coordination, and accelerate citizen-centered development.
