What You Need to Know About the New Ministerial guidelines on Settling Vulnerable Persons
The Ministry of Local Government recently released new ministerial guidelines on settling vulnerable persons. The purpose of these instructions is to establish the procedures used by the government and its partners for selecting and settling individuals, managing inhabited houses, and determining the conditions under which house ownership may be transferred to occupants.
The ministerial guidelines also clarify the responsibilities of the settled person and outline the role of each institution in managing the house.
What are the settlement methods now?
The new ministerial guidelines outline three modes of settlement: lending a house, transferring house ownership, and renting a house. They also specify how each of these modalities is to be applied and which institutions are responsible for their implementation.
These guidelines came into force on June 30, 2025, upon their publication in the Official Gazette of the Republic of Rwanda, replacing the previous ones that had been in effect since 2017.
